The president turned into a hot mess during an address and started to sundown.
Sundowning refers to a state of confusion occurring in the late afternoon and spanning into the night. Sundowning can cause a variety of behaviors, such as confusion, anxiety, aggression or ignoring directions. Sundowning can also lead to pacing or wandering.
On February 15, 2022, Biden delivered remarks at the National Association of Counties Legislative Conference. During the speech, Biden not only started to go off on various thoughts he also forgot which administration he previously worked for.

Part of Joe’s sundowning appears to affect his ability to follow the teleprompter because there is no way this was part of the speech. If it was the speechwriter should be fired immediately.

Biden is set to deliver his State of the Union speech on March 1, 2022, and those on the left are worried. Democrats are petrified that if the President goes out and begins to list his “accomplishments” Americans will ignore for the rest of his term.
It’s a little too late for that even his own party wants him to take a hike after his term ends.
