The House Oversight Committee, led by Chairman James Comer (R-KY), is moving full steam ahead in its investigation into whether President Joe Biden was truly in control during the final months of his administration—or whether unelected aides and a mechanical signature device known as the autopen were actually wielding executive authority. With White House physician Dr. Kevin O’Connor now confirmed to have contacted the Committee—under threat of subpoena—the probe takes a sharp turn into uncharted constitutional territory.
Newsmax’s James Rosen reported that Dr. O’Connor, the last of five former Biden administration figures called to testify, reached out via legal counsel just before the Committee’s deadline. The transcribed interview is now set for June 25, placing O’Connor at the center of what may become a defining inquiry into executive overreach and presidential competence.

The others summoned include former top aides Neera Tanden, Anthony Bernal, Annie Tomasini, and Ashley Williams—individuals Comer alleges were directly involved in the use of the autopen to sign major executive actions and presidential pardons, possibly without Biden’s mental or physical presence.
Comer’s charge is simple but stunning: executive orders, pardons, and commutations made in Biden’s final days may be invalid because they were signed with an autopen—potentially without Biden’s direct approval or awareness. “You have to physically sign anything pertaining to the law,” Comer told Fox’s Stuart Varney. “We don’t believe that those executive orders are legal.”

That accusation goes well beyond bureaucratic error. If true, it calls into question the legal status of every major executive action from Biden’s final 100 days—orders Comer describes as “Trump-proofing” the incoming administration with last-minute policies, including pardons for federal criminals and even family members, and commutations of death row inmates.
The underlying concern is more profound: Was Joe Biden actually exercising presidential power during his last year—or had a shadow group of aides taken control? Comer points out that the final phase of Biden’s presidency was the most active period in terms of executive actions, which only intensifies the suspicions. “At the end of the day, there’s more evidence coming out by the second that would prove that Joe Biden wasn’t the one making decisions.”

Comer’s interview with Sean Hannity further emphasized this urgency, revealing that “no one in the Biden administration is denying that the autopen was used” and that all the key witnesses “have lawyered up.” He also said that even liberal media outlets are showing interest, noting, “Everyone wants to know the truth.”
Dr. Kevin O’Connor may prove pivotal. According to Comer, O’Connor “definitely was not telling the truth about Biden’s health.” Alongside Rep. Ronny Jackson (R-TX), a former White House physician who served under Obama and Trump, the Committee is expected to scrutinize whether O’Connor misrepresented Biden’s cognitive capacity to the public and allowed executive power to be misused.
