The stunning collapse of Arcadia’s former mayor is revealing what increasingly looks less like a local corruption case and more like a full-scale Chinese influence operation embedded directly inside Southern California politics.
Federal court documents now detail how two convicted Chinese operatives — Yaoning “Mike” Sun and John Chen — allegedly helped build Eileen Wang into what they proudly described to Beijing as a rising political asset who would quietly advance the interests of the Chinese Communist Party inside the United States.
And according to prosecutors, they were not subtle about it behind closed doors.
Sun, who served as Wang’s campaign manager, business partner, and romantic partner during her successful 2022 Arcadia City Council run, allegedly coordinated directly with Chen while both men maintained ties to officials connected to the People’s Republic of China. After Wang secured her victory, Chen reportedly instructed Sun to prepare a glowing political report for their handlers overseas.
The report described Wang as a “new political star.”
According to court filings, Chen assured Chinese officials that Wang would “go against Taiwanese independence” and would “report to China.” The response from the PRC official overseeing the operation was blunt: “That’s great!”
That exchange alone is enough to set off alarm bells in Washington. But the documents go even further.
Chen allegedly instructed Sun to compile lists of politicians Wang had relationships with and emphasized that the value of those connections increased the higher up the political ladder they went.
“The more the better, the higher position the better,” Chen reportedly told him.
The picture emerging from the case is one of a long-term political cultivation effort — using local elections, personal relationships, and community influence to establish footholds within American political systems. Federal prosecutors say Chen even bragged to Chinese officials about the group’s ability to influence U.S. politicians into opposing Taiwanese independence.
Arcadia’s mayoral position itself rotates among city council members, meaning Wang’s election to the council effectively positioned her for eventual leadership automatically.
Now the entire operation is unraveling publicly.
Chen was sentenced in 2024 to 20 months in prison after being convicted of acting as an unregistered Chinese agent and bribing an IRS official. Prosecutors say that while behind bars, Chen openly boasted to a cellmate about being a Chinese spy and claimed his intelligence organization was “100 times better than the FBI.”
Sun, meanwhile, faced his own federal charges involving conspiracy and acting as an illegal foreign agent. Earlier this year, he pleaded guilty and received a 40-month prison sentence.
The relationship between Wang and Sun also collapsed under the pressure of the investigation. At one point, Wang publicly announced the end of their engagement while awkwardly attempting to preserve appearances.
“We broke up the fiancé relationship — we keep the friendship,” she said.
That friendship may not matter much now.
On Monday, Wang officially resigned as mayor and pleaded guilty to acting as an illegal agent of a foreign government. She now faces up to 10 years in federal prison.
